Leadership isn’t about sitting behind a desk. As Mayor, Elisa has been at the table where real change happens—working to make Pilot Point the best it can be. She didn't just talk about transparency, service, or helping build well; she has been a very active leader building new events for the square, talking to businesses and developers, bringing new businesses to the Municipal Development District, and finding a new owner for our beloved bank that is going to bring life back to our cherished North West corner of our square!
Elisa hasn't waited for campaign season to get in front of her bosses - YOU! She has constantly made her phone number, email, and social media available. There is no question who she serves. She knows YOU, the citizens, are her bosses!

MEET ELISA
Born and raised in El Paso, TX, Elisa made her way to North Texas nearly 20 years ago. In 2009, she found a small house on five acres in Pilot Point—and from the moment she arrived, she knew she was home.
Elisa quickly immersed herself in the community, becoming one of the founding members who brought the Bonnie and Clyde Days festival to life. Her passion for preserving Pilot Point’s heritage and fostering local connections led her to serve on the Planning and Zoning Commission and contribute to multiple events with Main Street. A dedicated advocate for small businesses, she champions the importance of shopping local and strengthening the economic heart of Pilot Point.
In May 2014, Elisa made history as the first Hispanic to serve on the Pilot Point City Council—a powerful reminder that every vote counts. In fact, she won by just one single vote, a moment that fuels her commitment to civic engagement and community-driven leadership.
Her experience in government is extensive. Elisa proudly served alongside Senator Pat Fallon during his tenure in the Texas Senate and played a key role in his campaign for United States Congress. Over the years, she has cultivated strong working relationships with several legislators across the great State of Texas, ensuring that Pilot Point’s voice is heard at every level.
At the core of her leadership are two guiding documents: The Bible and the U.S. Constitution. Rooted in faith and patriotism, she firmly believes in small government that serves its people, not the other way around.
Beyond public service, Elisa is a devoted wife, mother, community advocate, and artist—dedicated to preserving the town she loves while helping shape its future.

PUBLIC SAFTY
Because if we aren't safe, we aren't free. We took decisive action to strengthen leadership in our police department, hiring a new Chief of Police to attract top-tier officers and boost morale within the force. A strong, motivated police department is essential to keeping Pilot Point safe, and we are committed to providing the support and resources necessary to uphold public safety.
SERVICE AND TRANSPARENCY
Elisa has worked diligently to enhance the culture of service in Pilot Point. Elisa's goal is to foster strong partnerships with citizens, businesses, and developers—because she recognizes that when they choose Pilot Point, they are investing in our community. Transparency and accountability remain at the core of Elisa's efforts to make local government more accessible and responsive.
ROADS AND INFRASTRUCTURE
- We sold the bonds passed years ago to fund the water studies needed so we can begin planning and work on critical infrastructure, sidewalks, and roads in the three towers area. (PP Proper)
- We should have an executable plan soon to provide much needed sidewalks for our kids to safely walk to and from schools, address the flooding throughout town and start fixing roads.
HORSE COUNTRY
- Elisa helped orchestrate EquiPoint/EquiHope make a home in Pilot Point, Texas. They bring 100's of people into Pilot Point every year and offer equine therapy to kids and adults alike.
- Elisa has spent every month talking to businesses in the equine industry to show them how they can make a home in Pilot Point. If we can bring more agricultural businesses to Pilot Point where they will build their headquarters, we stand to better protect the horse country we all so love!
INVESTED TIME LAST TWO YEARS
- Elisa has built fantastic relationships with surrounding Cities. Elisa has great relationships with other town Mayors, County Commissioners, State Representatives, State Senators, and Congressional Members. Because of Elisa's work, she has the endorsements of local, county, state, and federal dignitaries.
- Elisa partnered with NorthRock Church & Nancy Lieberman Foundation to get a new state of the art basketball court at Groff Park. Through Elisa's relationships, we were able to bring this program to Pilot Point.
- Elisa launched the quarterly Mayor's Prayer Breakfast bringing together all churches in the Pilot Point area to build stronger relationships.
INVESTED TIME LAST TWO YEARS
- We have a plan! We funded and will have completed the FULL COMPREHESIVE plans for Pilot Point. What this means to you is we will have a complete plan with citizen feedback so we can properly work to plan and build the Pilot Point YOU want. This undertaking was on the backburner for years, Elisa is proud to have helped push this to the front and get it executed!
- Housing Grant. Elisa introduced and drove a program that will allow us to help tear down sub par homes for members of our community and build new homes. This will give them sustainable, good homes, help generate a greater tax base and address blight in our community. Win, win, win!
- Greater transparency and accountability. Elisa has introduced the Texas Government Accountability Association before the Dais. It is her hope the Council move forward in being a forerunner of great accountability and transparency
- Farming for the best developments we can have! Elisa has worked hard at fostering great relationships with those that own the land throughout Pilot Point. This has helped us as a City several times where she has been able to sit with the developers to get agreements in place that work the best they can for Pilot Point.

- Because of Elisa's relationships and relentless work in supporting our square, in March 2025, the Farmer's and Merchant's Bank was sold to a great couple that are investing into this amazing gem on our square! This is the start of some great things on our beloved square!
